Lakhpati Didi Scheme UPSC: A woman from a Self-Help Group (SHG) who earns at least Rs. 1 lakh (Rs. 1,00,000) per year, and has an average monthly income of Rs. 10,000 or more is called a Lakhpati Didi.

The Self-Help Groups of women work together, gain financial skills, and start small businesses around their villages. The government supports these Self-Help Groups under Lakhpati Didi Yojana to become successful entrepreneurs achieve financial independence and improve their livelihoods.

About:

The Union Cabinet of India approved the continuation of three umbrella schemes merged into one unified central sector scheme named ‘Vigyan Dhara‘ of the Department of Science and Technology (DST).

Scheme Components:

The ‘Vigyan Dhara‘ scheme comprises of three components:

• Science and Technology (S&T) Institutional and Human Capacity Building
• Research and Development
• Innovation, Technology Development, and Deployment

Budget:

The scheme ‘Vigyan Dhara‘ is allocated Rs. 10,579.84 crore for the 15th Finance Commission period which is 2021-22 to 2025-26.

Objectives:

The ‘Vigyan Dhara’ scheme aims to strengthen the Science, Technology, and Innovation ecosystem by enhancing S&T capacity, fostering R&D labs, and promoting innovation across the country.

(C) Government Approves Unified Pension Scheme (UPS)

The Indian government has approved a new Unified Pension Scheme (UPS), offering Assured Pension and Assured Family Pension benefits to around 23 lakh central government employees.

The Information and Broadcasting Minister Ashwini Vaishnaw has informed the media about the Unified Pension Scheme (UPS).

The central government employees will have notice of choice between the National Pension Scheme (NPS) and Unified Pension Scheme (UPS).

About Unified Pension Scheme:

• Assured Pension: 50% of the average basic pay over the last 12 months before retirement, with a minimum of 25 years of service. For shorter service periods, it’s proportionate.
• Assured Family Pension: 60% of the employee’s pension before their demise.
• Assured Minimum Pension: Rs. 10,000 per month after at least 10 years of service.

(D) Indian Olympian Bhawna Jat gets 16 Months Ban by NADA

Indian race walker Bhawna Jat has been banned for 16 months by the National Anti-Doping Agency (NADA) for whereabouts failures.

The Ministry of Electronics and Information Technology (MeitY) has signed multiple Memoranda of Understanding (MoUs) with industry partners to strengthen collaboration with the Centre for Development of Advanced Computing (C-DAC).

Chairperson: Justice K. Hema, former judge of Kerala High Court was the chairperson of the committee.

Members of Committee: Cinema Artist T. Sarada and Retired IAS Officer K.B. Valsala Kumari were the members of the Committee.

Formation of Hema Committee

The Government of Kerala formed a committee to study the issues faced by women in the Malayalam film industry of Kerala, focusing on their working conditions and suggesting solutions.

The committee was formed after a group of women working in Malayalam cinema established an organization called the “Women in Cinema Collective” (WCC) in 2017 and met with the then Chief Minister of Kerala, Mr. Pinarayi Vijayan.

Then the committee was constituted by the Kerala Government.

Primary Objective of Hema Committee Report

The Hema committee was directed to study and make a report on the following points which were related to women’s working in Cinema:

1. Issues faced by women in cinema (like security etc.) and solutions to the problems.

2. Service Conditions and remuneration for women in cinema.

3. Measures to enhance the participation of women in all fields connected to cinema.

4. How to bring more women into the technical side of cinema, by giving concessions including scholarships, etc.

5. How to help women in cinema when they have to remain out of work due to delivery, child care, or other health issues.

6. How to ensure gender equality in the content of cinema.

7. How to encourage cinemas in which 30% of women are engaged in production activities.

Forms of Exploitation faced by women in Cinema as per Hema Committee Report

For the study, the Justice Hema Committee categorized the women working in cinema into 30 categories. The Hema committee found the following forms of exploitation faced by women working in cinema:

1. Sexual demands made to women for the very entry into cinema and for getting chances to work in cinema.
2. Sexual harassment, abuse, assault against women at the workplace, transportadión, places of accommodation, etc.
3. Torture of women, if they express their resentment and unwillingness to sexual demands.
4. Violation of human rights of women in cinema by not providing basic facilities like toilets and changing room on the set of cinema.
5. Lack of safety, security in cinema, in accommodation, transportation, etc.
6. Unauthorized and illegal banning of individuals working in cinema, in different categories.
7. Silencing of women under threat of ban from work in cinema.
8. Male domination in industry, gender bias, gender discrimination.
9. Gross indiscipline in cinema – consumption of alcohol, use of drugs, disorderly conduct/ misbehavior at the workplace.
10. Making demeaning and vulgar comments at the workplace, over the phone, etc.
11. Non-execution of contract in writing between employers and employees, to suit individual requirements.
12. Failure to pay even consented remuneration.
13. Disparity of remuneration between man and woman and gender discrimination in remuneration
14. Resistance/reluctance to allow women into cinema, especially on the technical side and lack of opportunity
15. Online harassment (cyber-attack).
16. Lack of legal awareness of women about their own rights.
17. Absence of any legally constituted authority to redress the grievances.

Declaration of Mpox a global health emergency

On 13 August, WHO Director Dr. Tedros Adhanom Ghebreyesus declared the rising cases of mpox in the Democratic Republic of the Congo (DRC) and other African countries as a concern for the world.

During the declaration, Dr. Tedros Adhanom Ghebreyesus stated, “The emergence of a new clade of mpox, its rapid spread in eastern DRC, and the reporting of cases in several neighbouring countries are very worrying. On top of outbreaks of other mpox clades in DRC and other countries in Africa, it’s clear that a coordinated international response is needed to stop these outbreaks and save lives.” (source: Who.int)

In July 2022, the mpox was declared a public health emergency in multiple countries. This public health emergency of International concern lasted till May 2023.

Reason for Declaration of Mpox a PHEIC

The declaration of mpox a public health emergency of international concern (PHEIC) was based on the advice of an IHR Emergency Committee of independent experts due to the rapid spread of a new mpox clade in the eastern Democratic Republic of the Congo (DRC) and its detection in neighboring countries like Burundi, Kenya, Rwanda, and Uganda.

History of Mpox

Mpox was first identified in 1958 in Denmark when it was found in monkeys kept for research purposes.

The first human case of mpox in humans was found in 1970 in a 9- month-old baby in the Democratic Republic of the Congo (DRC). The mpox has been present in the Democratic Republic of the Congo for more than a decade.

Recent Outbreak of Mpox

In 2022 the mpox was spread all around the world causing a global health emergency.

The emergence of a new sexually transmissible strain of mpox (clade 1b) in 2023 has led to a significant increase in cases.

This is the second PHEIC related to mpox in two years. The previous PHEIC was declared in July 2022 and ended in May 2023 after a decline in global cases.

According to WHO, as of 2024, there have been 15,600 cases of mpox, and 537 deaths have been recorded.

Cause of Mpox (Monkeypox)?

Signs and Symptoms of Mpox

Mpox is an infectious disease. Common symptoms of Mpox include an itchy or painful rash on the skin which can last over 2 to 4 weeks, sore throat, fever, back pain, headache, muscle aches, low energy, and swollen lymph nodes.

Transmission of Mpox

Mpox can be spread by various means including physical contact with infectious skin of someone who is already infectious or other contaminated objects.

People with multiple sexual partners have higher chances of getting infected by mpox. The mpox can also spread through the oral or respiratory droplets of an infectious person.

Bites or scratches or eating or coming in contact with infected animals from mpox can transmit the mpox disease.

The mpox can also spread from a pregnant woman to her unborn baby.

Why monkeypox was renamed to mpox

In 2022, the WHO changed the name of “monkeypox’ to “mpox” due to concerns about racism associated with the original name.

During the global outbreak of mpox in 2022-2023, there were increasing demands to change the name, “monkeypox” leading to the decision to adopt “mpox” as the preferred new name.

Who was Natwar Singh

Kunwar Natwar Singh was born in 1931 in Bharatpur district of Rajasthan.

Natwar Singh was a politician and a diplomat. Also, Natwar Singh authored multiple books including  ‘The Legacy of Nehru: A Memorial Tribute’ and ‘My China Diary 1956-88’.

K. Natwar Singh joined the Indian Foreign Service in 1953. However, in 1984, he quit the service to run for elections as a Congress member. He won the election and served as a Union minister of state until 1989.

Natwar Singh received Padma Bhushan, the third-highest civilian award in India, in 1984.

• Soil Erodibility is the measure of how easily a type of soil is eroded or carried away by wind, water and other natural forces.

CSIR announces Shanti Swarup Bhatnagar Prizes for 2022

Key Points on SSB Prize:

• The Council of Scientific and Industrial Research (CSIR) has announced the Shanti Swarup Bhatnagar Awards for 2022 to be awarded to 12 Scientists of India.
• The Shanti Swarup Bhatnagar Prizes are awarded to honor and recognize the contributions of scientists in the field of science and technology in India.
• The Shanti Swarup Bhatnagar Prizes are named after Dr. Shanti Swaroop Bhatnagar, the first Director of the Council of Scientific and Industrial Research (CSIR). Dr. Shanti Swarup Bhatnagar is known as the “Father of Indian Research Laboratories” in India.
• The Shanti Swarup Bhatnagar awards are announced on September 26 each year, on the foundation day of the Council of Scientific and Industrial Research (CSIR). But, in the Last year, 2022 they were not announced without any notification.
• Each recipient of the Shanti Swarup Bhatnagar Award will receive a cash prize of Rs. 5 Lakh with a citation as recognition for their work in the field of science.

• The Madhya Pradesh Government has approved the Madhya Pradesh Mob Lynching Victim Compensation Scheme, 2023.
• The scheme provides up to Rs 10 Lakh as compensation to the families in case of death. And the injured victims will be compensated in the range of 4 to 6 Lakh.
• On July 17, 2018 the Supreme Court of India directed the States to prepare a compensation schema for victims of lynching and mob violence.
